Project Accountant - Bursary Department

Applications are invited from suitably qualified candidates for the following position within the University:
Project Accountant – BURSARY DEPARTMENT

Primary Responsibilities

Reporting to the Bursar, the Project Accountant, will take an active role in the day-to-day affairs of the Project Accounting functions. We are looking for a result oriented, reliable and dynamic Project Accountant to support the Project Team. 

  • Assist in preparation of Project Proposals, ensure cost estimates are realistic and scope of work is clearly defined 
  • Financial Evaluation of Tender Bid, due diligence and financial feasibility study   
  • Preparation of Projected Cash Flow for the Various Projects 
  • Verification of Contractor’s Claim Documents for payment
  • Processing of Contractors’ progress payment, suppliers and subcontractors’ payment 
  • Strictly follow the statutory compliance and ensure all aspect Contract Management System relating to Finance are completed and in consist with policy
  • Maintenance of fixed asset registers (FAR) and reconciliations and make sure all assets are safe-guard with adequate insurance coverage
  • Projects Accounts are up-to-date, timely reconciliation and all internal controls, processes and procedures are adhered to
  • Ensure all financial transactions are supported by adequate source documents and approval from the financial delegate
  • Plan, organize and allocate work among staffs
  • Provide Project Status Report to Management for review 
  • Coordinate with the Project Team and Contractors to complete the Project in time and to avoid any time/cost overrun
  • Ascertain the actual costs incurred for the Completed Projects
  • Transfer of completed Project into Assets with the required documents
  • Monitor Donor funded Projects and provide appropriate report on regular basis to the Donor Agencies
  • Timely preparation of monthly, quarterly and annual reports accurately

Qualification & Experience

  • Degree in Accounting or Equivalent with 8 to 10 years’ experience in a similar role
  • Full member of CPA-PNG or nearly completion to be a member of CPA-PNG
  • Technically strong finance professional with experience handling of large projects
  • Working knowledge with Attaché or any other accounting software
  • Advanced Excel skill is a must.
  • Strong analytical abilities, planning and organizational skills
  • Ability to meet deadlines and work under pressure [including late hours/weekends]
  • Strong communication and interpersonal skills

Conditions of Service

  • Accountant: PGK53,147 – PGK64,958 per annum.

  • Domestic Market Allowance:  K8,681 – PGK12,687 per annum 

(Level of appointment depends upon qualification and experience)
