Deputy Bursar - Colleges & Service Units (C&S)

The Papua New Guinea University of Technology (Unitech) is seeking a dynamic, experienced, and results-oriented professional to join its Bursary Department as Deputy Bursar – Colleges & Service Units (C&S).

About the Role

The Deputy Bursar (C&S) plays a pivotal role in overseeing the financial and accounting functions of Unitech’s Colleges, Service Units, and subsidiaries. This includes active supervision of daily transactions, audits, reporting, and strategic financial management in close collaboration with the Bursar.

The successful candidate will work closely with multiple campuses and units, including Bulolo University College, Timber and Forestry Training College, DODL, Online Stream, and other subsidiaries. The role requires frequent travel to these units and preparation of comprehensive reports for Board meetings.

Key Responsibilities

  • Supervise and monitor financial activities of Colleges, Service Units, and subsidiaries
  • Manage accounts payable, receivable, and asset registers
  • Prepare and reconcile general ledgers, bank accounts, and related party transactions
  • Produce monthly, quarterly, and annual financial statements, budgets, cash flow forecasts, and audit schedules
  • Ensure compliance with the Public Financial Management Act, National Procurement Act, and other relevant legislation
  • Provide financial training, advice, and supervision to relevant staff
  • Support the Bursar in achieving department-wide strategic objectives and risk management

Qualification & Experience

  • A bachelor’s degree in Accounting
  • CPA qualification and current membership with CPA PNG
  • 5–8 years of relevant experience in a public institution, educational setting, or large commercial organization
  • Proficiency in Microsoft Office (particularly Excel and PowerPoint)
  • Experience with Attaché accounting software is highly desirable

Conditions of Service

  • Base Salary : PGK83,709 -PGK 102,310 per annum

  • Domestic Market Allowance Range : PGK17, 682 -PGK23,715 per annum

(Level of appointment depends upon qualification and experience)
