Administration Officer (Overseas Recruitment)

About the Role
The Papua New Guinea University of Technology is seeking a capable and detail-oriented Recruitment Admin Officer to join its Human Resources Division. This role plays a key part in supporting recruitment operations across the main campus and affiliate colleges, including SUSU Campus. The successful candidate will be responsible for managing recruitment documentation, coordinating logistics, and ensuring compliance with best practices in hiring.
Primary Responsibilities
Key Responsibilities
- Provide mentoring and leadership to the Junior team members.
- Provide recruitment report updates to senior managers as and when requested.
- Assist payroll team with payroll-appointment cases to resolve the case.
- Provide recruitment data to senior managers for budget purposes.
- Provide assistance to the housing officer when and if need be.
- Collaborate with printery team regarding recruitment printing requests.
- Collaborate with all departments/schools regarding their recruitment requests and/or appointment requests.
- Administer the end-to-end recruitment processes including advertising, shortlisting, interview coordination, onboarding, final documentation for data entry, and data entry into the Chris HR-Payroll system.
- Process and issue appointment letters and employment contracts for citizen and non-citizen staff for both academic and non-academic positions.
- Administer all new entry visa applications for non-citizen staff and their dependents.
- Organize travel, transport, and accommodation for newly appointed staff and their families.
- Provide assistance to staff office with the non-citizen’s visa extension application from document compilation to the actual lodgments in collaboration with the PNG Immigration Office in Lae Branch as well as the Head Office in Port Moresby.
- Process settling-in allowances for all new hires both non-citizens and citizens where appropriately applicable.
- Process non-citizen’s reimbursements (visa medical expenses and excess luggage containing teaching materials only) upon provision of original receipts on arrival.
- Administer all General Expenses (GE) for the recruitment section.
- Process all data entry into the iChris system for both new and existing staff.
- Manage sectional petty cash and procure office supplies and items for interview purposes and office use.
- Attend to staff queries and request via telephone, emails and or counter.
- Respond to staff queries and refer them to the respective officer in charge or to senior HR personnel where necessary.
- Implement and uphold recruitment best practices and compliance with policies, processes and procedures of the University.
- Provide necessary assistance within the HR Department where need be.
Qualification & Experience
- A Bachelor’s degree in Human Resource Management, Business Management, or Industrial Psychology
- At least 3 years of professional experience in HR administration or recruitment within a multinational or reputable organization.
- Strong communication, interpersonal, team-building, organizational, and time management skills.
- Ability to multi-tasking and work under pressure.
- Must be of sober habit.
- Experience using Chris HR-Payroll System will be an advantage
- Proficiency in administrative systems and tools, including word processing, Excel spreadsheet, and form design.
Conditions of Service
- Base Salary: Admin Officer I / II – PGK 31,288 to PGK 43,695 per annum
(Level of appointment depends upon qualification and experience)
