Senior Assistant Registrar- Personnel
Reporting to the Deputy Registrar- Human Resources, the incumbent is responsible for the effective and efficient Administration of the Terms and Conditions of employment such as Employee Benefits and Entitlement consistent with the terms of all relevant and applicable Rules, Awards and Employment Contracts with the University of Technology.
Primary Responsibilities
Key Responsibilities
- Ensure all staff employment records, including salaries, variations, and terms and conditions, are accurately maintained in the HR database with the highest level of confidentiality and integrity.
- Oversee the effective administration and monitoring of all leave types, including Long Service (Furlough) Leave, and manage the University’s leave liabilities through monthly reporting to Management.
- Provide clear advice and guidance to employees on staff benefits, entitlements, and employment conditions.
- Supervise salary grading calculations and ensure all approved salary variations are correctly processed and uploaded into the payroll system.
- Oversee work permit and visa applications and renewals for all non-citizen employees, ensuring compliance with relevant legislation.
- Maintain effective liaison with relevant government bodies and institutions, including Nambawan Super, Department of Personnel Management, Department of Foreign Affairs and Immigration, and Internal Revenue Commission, to ensure compliance with statutory requirements.
- Supervise the proper handling of Workers Compensation claims, ensuring all documentation complies with relevant legislation.
- Provide effective secretarial and administrative support to Departments in consultation with Department Heads.
- Support the Employee Relations Section in disciplinary matters by providing accurate and timely information.
- Supervise the effective administration of employee separations, ensuring all exit requirements (including superannuation, accommodation inspection, and return of university property) are completed in a timely manner.
- Oversee the administration of employee-related benefits and services, including ID card processing, Book & Equipment Allowances for Academic Staff, and provide advice to the Deputy Registrar (HRM) and Registrar on staff personnel matters, while performing other related duties as directed.
Qualification & Experience
The successful candidate should have a Masters/ Bachelor Degree in Management, Human Resource Management or Psychology from a recognised University.
The ideal candidate should have at least five years’ experience in a similar role and be proficient in all computer Office applications. They must possess strong communication and proven leadership skills, demonstrate diligence, impartiality, integrity, and strict confidentiality, and be mature, disciplined, and of sober habits. The role requires the ability to work under pressure and work extended hours when necessary
Note: This position requires someone who can be able to work long hours and sometimes weekends as well as when required.
Conditions of Service
- Base Salary: SAR I – Salary K53,147 – K65,495
- Base Salary: SAR II – Salary K60,649 – K74,126
- Domestic Market Allowance: SAR I – K8,681 – 12,268 per annum
- Domestic Market Allowance: SAR II – K10,682 – K16,026 per annum
(Level of appointment depends upon qualification and experience)
